  Business Regulations:

Individuals engaging in or managing any business, profession or occupation within the City must obtain a business tax receipt from the City Clerk.  All tax receipts issued are due for renewal on October 1st of each year.  Those not renewed timely are subject to a delinquency penalty of ten percent (10%) for the month of October, plus an additional five percent (5%) penalty for each month of delinquency thereafter until paid, not to exceed twenty five percent (25%) of the applicable occupational license fee.

Any person failing or refusing to purchase a business or occupational tax receipt shall be guilty of a misdemeanor of the second degree.  The conviction does not relieve the individual from the obligation to pay the fees and penalties.  Any person conducting business without a tax receipt shall be subject to a penalty of twenty five percent (25%) of the applicable tax receipt payment due.  This penalty must be paid prior to the issuance of a tax receipt.  All tax receipts issued for engaging in or managing any wholesale business entitles the tax receipt holder to sell only to licensed retail merchants within the City.  To sell to those other than licensed retail merchants, a retailer's license must be obtained from the City Clerk.

All business tax receipts must be conspicuously posted in the place of business.  Tax receipts may be transferred to a new owner when a business sells or to a new location if a business moves, for a $3.00 fee.

Any tax receipt issued by the City may be suspended or revoked by the City Council upon proper complaint of a nuisance, annoyance or disturbance and sufficient evidence to sustain such complain after the tax receipt holder has had an opportunity for hearing.
