The Local Planning Agency of the City of Monticello, Florida, met in regular session on September 9, 2008 at 7:00 P.M., at City Hall.  The following members were present:

 

            Steve Rissman, Chairman

            Tom Dunn

            Mike Bonfanti

            Rick Anderson

            Nancy Wideman

            John Jones, Ex-Officio Council Member       

 

Others present were:

            Emily Anderson, City Clerk/Treasurer

            Bruce Leinback, City Attorney

 

The meeting was called to order by Chairman Steve Rissman.   On motion of Nancy Wideman, seconded by Mike Bonfanti, minutes of the August 12, 2008 meeting were approved.

 

PUBLIC HEARINGS:

APPLICATION FOR PRELIMINARY PLAT – PECAN HILLS PHASE II   The developer has requested a continuance until October.  No public comments were taken since the developer was not present.

 

PLANNING CONSULTANT DARRIN TAYLOR IN RE:  EVALUATION AND APPRAISAL REPORT REVIEW TOPICS

Resource Conservation:  Under the new law, cities will need to begin to address strategies for resource conservation.  Mr. Taylor will incorporate standards for  consideration which would include green building recommendations, energy-efficient development patterns and other recommendations which would encourage adaptive use of existing buildings.

 

 

Design Standards:   The comprehensive plan provides little direction on design standards.  Issues to consider for design standards include identifying the objectives for applying standards, characteristics sought to be preserved and encouraged, areas for inclusion, and codification of standards which can actually be enforced.  Mr. Taylor suggested that the comprehensive plan be amended to add policies reflecting the need for implementation of some design standards, but not include the specific design standards in the comprehensive plan itself.

 

Capital Improvement Planning/Concurrency Implementation:  Although the city currently has capacity for its public infrastructure, there are some issues with implementation of capital improvement planning and incorporating future needs into the city’s budget.  To address new state requirements of capacity reporting, the city may wish to hire outside assistance and partner with the county to establish capacity standards and develop concurrency standards to consider when applications for new developments are received.

 

At the next meeting, it is anticipated that the members will review the issues of economic development and affordable housing.  A rough draft of the entire EAR document is also being prepared for LPA review.

 

Miscellaneous

 

Clerk Anderson noted that the Citizens Committee continues to meet regarding design standards in the Courthouse Square.
