The Local Planning Agency of the City of Monticello, Florida, met in regular session on February 10, 2009 at 7:00 P.M., at City Hall.  The following members were present:

 

            Steve Rissman, Chairman

            Nancy Wideman

            Tom Dunn

            John Jones, Ex-Officio Council Member       

 

            Others present were:

            Emily Anderson, City Clerk/Treasurer

            Bruce Leinback, City Attorney

 

The meeting was called to order by Chairman Steve Rissman.   

 

On motion of Mike Bonfanti, seconded by Nancy Wideman, minutes of the January 13th  meeting were approved.

 

MONTICELLO PINES SUBDIVISION

APPLICATION FOR APPROVAL OF CONCEPTUAL PLAN FOR PLANNED UNIT DEVELOPMENT  Developer Representative Clay Thompson reported Sierra Properties has resubmitted the Concept Plan with adjustments as requested by the city engineers.  He noted that the Final Development Plan for Phase I will be continued until the proposed Homeowners Covenants can be reviewed by the city attorney.   Rich Noakes of George and Associates noted his latest memorandum recommending accepting approval of the PUD Concept.  He also noted that the PUD zoning code to be created provides lifelong restrictions. 

 

Planning Agency Members discussed the restrictions to be imposed on developments, including minimum square footage required and maximum heights allowed, and exclusion of mobile home allowances.  Agency Members also noted that the maximum units allowed on the property are 450. 

 

Resident Kate Calvin of 223 Coopers Pond Road presented a petition from Coopers Pond residents requesting the following:  retaining R-1 zoning for Monticello Pines; annexation of Spring Hollow Road into city jurisdiction; and requiring Sierra Properties to repave Spring Hollow Road.  Residents presented concerns of development other than allowed under R-1, Residential Single Family zoning, potential flooding of neighborhood homes, the process of PUD and construction plan approval, and traffic along Spring Hollow Road.   Members noted that the Coopers Pond access road was changed to align directly with Spring Hollow Road based on the request of the County Planner, and that any requirements for road improvements would have to be directed by the county.

 

Thomas Dunn made a motion to approve the Concept PUD, based on the reports from the city engineering staff and city attorney that the project is in compliance with city regulations.  The motion was seconded by Nancy Wideman.  The vote was as follows:

City Engineer Rich Noakes noted that developer will still have to obtain a road connection permit from the county during the construction phase permit.  Mr. Dunn noted that the action by the Planning Agency only affirms that the project meets city requirements.

 

APPLICATION FOR APPROVAL OF FINAL DEVELOPMENT PLAN  The application for final development plan approval is being continued.

 

UPDATE ON PECAN HILLS PHASE I DEFICIENCIES   Clerk Anderson noted that a letter has been sent and received by the developers of Pecan Hills Phase I.  The deadline for deficiency correction is March 9th.

 

UPDATE ON EVALUATION AND APPRAISAL REPORT REVIEW PROCESS   Clerk Anderson noted Consultant Darrin Taylor will have a report ready next month for Planning Agency review.
