The Local Planning Agency of the City of Monticello, Florida met in regular session on
April 14, 2009 at 7:00 PM at City Hall.  The following members were present:

 

        Mike Bonfanti, Acting Chairman

        Tom Dunn 

        Nancy Wideman

        Rick Anderson

        Jones Jones, Ex-Officio Council Member

 

        Others present were:

        Emily Anderson, City Clerk/Treasurer

        Bruce Leinback, City Attorney

 

Acting Chairman Bonfanti called the meeting to order.  On motion of Rick Anderson,   seconded by Tom Dunn, minutes of the February 10, 2009 meeting were unanimously approved. 

 

EVALUATION AND APPRAISAL REPORT – CITY’S RESPONSE TO COMMENTS FROM DEPARTMENT OF COMMUNITY AFFAIRS   Planning Consultant Darrin Taylor provided the informal comments of the Department of Community Affairs to the draft EAR submittal.  He also provided the proposed city’s response to those comments, which will be submitted to the Department of Community Affairs.

 

COMPREHENSIVE PLAN UPDATE NEEDED – CAPITAL IMPROVEMENTS SCHEDULE  Mr. Taylor noted that the Capital Improvements Schedule typically relates to capacity expansion.  He provided an analysis of a five-year projection on the current levels of service and growth rate projections to show there is no need for capital expansion.  City Manager Steve Wingate reported that there should be a few corrections to the capacity numbers.  The Capital Improvements Plan amendment will be a separate amendment and will only require one public hearing.

 

Mr. Taylor will submit the capital improvements amendment to the state for a courtesy review.

 

On motion of Nancy Wideman, seconded by Tom Dunn, the Local Planning Agency members unanimously voted to recommend proceeding with the capital improvements element comprehensive plan amendment with corrected numbers from Mr. Wingate.

 

It is anticipated that the material will be forwarded back to the State for review, then ready for Council review in June.

 

NEW BUSINESS

Mr. Taylor updated the City Council on proposed growth management legislation.  One area which may affect the city is the possible deletion of state concurrency review.  There is also a proposal to extend existing development permits.

 

 

There being no further business before the Local Planning Agency, the meeting was adjourned.
